Establishment:
In view of the vision of his Majesty King Abdullah II to make Jordan a model in the Middle East and "to provide all Jordanians with a better life", and in accordance with the Ministry's tendencies to activate the role assigned to it under the provisions of law concerning employing the Jordanians, the Ministry has raised the slogan of "a Jordanian for every job opportunity"; and considered each job-seeker as targeted. The Ministry of Labour, on its part, with the support of the American Agency for International Development established "the National Employment Center (NEC)"; which is concerned with providing both job- seekers and employers in the private sector with employment services. NEC started to operate in August, 2004.
The NEC offers a high-quality employment solutions specifically designed to meet the companies' needs via an effective job matching system, specialized career consultations, linking the job-seekers to the available jobs, interviewing the candidates and selecting the qualified ones, holding courses (work skills, work environment, and work ethics), and offering career consultations; given that all services provided by NEC are free of charge.
NEC has prepared an integrated program for job searching (Works-J), similar to the electronic system (U-Works), which has been granted by the USA to the Hashemite Kingdom of Jordan. NEC has started using this system; as it includes an accurate database for labour and employment, including all the information related to labour force and labour market. This database is built in two phases; the first lies in identifying the number of job-seekers, and the second lies in identifying the labour market's needs and the number and type of the available jobs. This system was, later, connected to all the directorates of labour in all governorates, besides the Vocational Training Corporation and all other relevant departments.

To make the NEC an ideal model in the field of electronic functional communication (EFC) between employers and job seekers.

To provide the employers and job-seekers with high-quality employment solutions, specifically designed to meet their needs via an effective job matching system and specialized career consultations.
Objectives:
- Assisting in reducing the rate of unemployment and contributing in reducing poverty.
- Providing the job-seekers with work advices.
- Providing the job-seekers and employers with information about the labour market.
- Providing the job-seekers and employers with an integrated program to connect them to each other.
- Raising the awareness regarding the importance of work and work ethics among the citizens.
- Developing and reinforcing the role played by the human resources departments in the companies so that they can adopt the style of the NEC in terms of accuracy, speed, and cost-reduction.

Center's Achievements in (2006):
- Providing the registered employers with (80%) of their needs.
- Participating in the Job Fair held by the universities and all other relevant departments.
- Cooperating with King Abdullah II Fund for Development and all its offices in the universities to hold courses for the graduates.
- Establishing an integrated program for job searching (Work-J).
- Providing the job-seekers who refer to the center with career consultations.
- Delivering lectures at all the Jordanian universities to introduce the NEC and make use of the services it offers.
- Holding workshops in the districts and centers of the Vocational Training Corporation.
- Making TV interviews in shows like Towards the Better, Good Morning, A New Day, It is for us to talk, etc.
- Making radio interviews in shows like Determination & Work, and the Open Interview.
- Connecting a number of labor directorates in the Kingdom with the center electronically to facilitate the process of entering the CVs into the database.
- Cooperating with the Business Development Center (BDC) to hold different courses with the purpose of developing the skills in various fields like marketing, sales, human resources, and others.
Action Plan of the Center:
- Launching a media campaign in all the Kingdom's governorates with the purpose of introducing the NEC and its services so that it can be the main reference for all the job-seekers and employers who seek guidance, securing job vacancies for job-seekers, and promoting the center in the mass media including:
- TV
- Radio.
- Credited Local Newspapers.
- Posters.
- Banners hanged on the Kingdom's streets.
- Malls (Mecca Mall, Abdoun Mall, etc).
- Busses, especially equipped to go around the Kingdom's streets so that all those unable to stop by the center can fill out an application form.
- Developing and expanding the database and connecting it to the labor directorates in the Kingdom.
- Collecting the data related to the labour market.
- Increasing the number of employers registered on the database.
