The E-TVET Sector Reform takes place with the funding and assistance of Donors and funding agencies. The broader context of the reform reflects the active participation of donors in the E-TVET sector through projects that have already started such as the EDSDP World Bank funded project and the Building and Extending Skills Training Systems (BEST) project, other projects are expected to start working on the reform within the next 2 years. An overview of the EDSDP and BEST Project is shown below:
Employer Driven Skills Development Project EDSDP
The mandate of the EDSDP project is to support the policy of the GoJ on reforming its TVET system. The development objective of the proposed Project is to realign policy formulation with E-TVET operational mechanisms through the development of employers ’ participation in: (i) sector policy formulation; (ii) institutional development and reform; and (iii) skill development program design and delivery. The EDSDP is a World Bank funded Project that is working on the following components:
Component 1: Development of TVET sector and E-TVET Council
Developing the policy, operational and institutional capacity of E-TVET council and its secretariat regarding employment-related planning, implementing and training with the participation of employers, public and private training providers, and the Training and Employment Fund, as well as other stakeholders, through:
- Establishing the organizational structure and institutional mechanisms of the E-TVET system.
- Research and studies pertaining to the design and delivery of a skills development program.
- Workshops and seminars for the benefit of the members of E-TVET Council, representatives of employers and business community.
- Public awareness campaigns, piloting and knowledge sharing to promote E-TVET sector.
Component 2: Restructuring VTC
Developing and implementing an employer-driven model for VTC to deliver efficient and effective business and training services including improving the financial and governance frameworks for VTC through:
- Strengthening VTC's governance and institutional frameworks.
- Establishing a business and training model, including centers of such models, for VTC to provide improved services.
- Realigning the organizational structure of VTC as well as building VTC's institutional capacity.
Component 3: Strengthening the ETVET fund
Developing the institutional capacity of the ETVET fund to carry out its functions
Component 4: Project Management:
The objective of this component is to support Project implementation arrangements. This component will fund key staff to be hired for the implementation of the proposed Project. This will, inter alia, include an Executive Director, Procurement Officer, VTC Component Manager, Financial Management Officer, M&E Officer, and IT Specialist and others. The component will fund activities related to the overall Project implementation, including minor goods and materials.
Building and Extending Skills Training Systems (BEST) Project
The Building and Extending Skills Training Systems (BEST) project seeks to build on current and past CIDA involvement in the sector by supporting the Ministry of Labor MoL in addressing Technical Vocational Education and Training TVET system reform needs and underpinning its ability to effect change. The initiative seeks to enhance already existing strategic Canadian Leadership in the human resources development and capacity building areas in Jordan coordinating CIDA investment closely with current and planned donor investments in the TVET sector, such as the World Bank, the European Union and the planned donor investments in the TVET sector, such as the World Bank; the European Union and JICA, USAID and the ILO. Strategic interventions will be made in the policy, planning, coordination and information management at the Ministry of Labor, in training needs assessment capacity, building content, instructional capacity in vocational training, improved interaction and mobilization of Employers in the planning and delivery of skills upgrading and in improved financing opportunities through improved awareness and institutional development and operation of the TVET Fund.
