Justification

Jordan has been involved in a major effort to develop its employment-technical and vocational education and training (E-TVET) system. Therefore, E-TVET Council has been formulated to play the role of the umbrella where every single issue and body related to E-TVET Sector can resort under its wing and to address the following key items on a national level:

  1. Multiplicity of national technical and vocational education and training providers;
  2. Lack of a common national strategy to these providers;
  3. Absence of coordination and collaboration among them;
  4. Lack of systematic initials for development on sectoral  level  
    
E-TVET Council duties

The Council aims at improving the standard of technical and vocational training and education and providing employment opportunities that develop human resources to meet the requirements of comprehensive development in the Kingdom, through carrying the following duties:

  1. Proposing the general policy for employment and technical and vocational education and training, and the necessary plans and schemes for implementation thereof on a national scale, and submitting said policy, plans and schemes to the Council of Ministers for approval.
  2. Laying down the bases for developing employment and technical and vocational education and training systems and schemes.
  3. Adopting the general framework of training and educational schemes for technical and vocational training and education institutions.
  4. Approving vocational standards and accreditation criteria for educational and training schemes for technical and vocational education and training institutions in cooperation with the Ministry of Education, and with the Higher Education Accreditation Commission with respect to community colleges.
  5.  Coordinating between parties involved in employment and technical and vocational education and training.
  6. Studying and assessing technical and vocational training and education outcomes in line with labour market requirements.
  7. Supervising the Fund and approving the general policy thereof.
  8. Approving the general policy for the Center including general principles relating to preparation of vocational teachers and trainers as well as occupational tests.
  9. Enhancing cooperation between local institutions and agencies involved in employment and technical and vocational education and training, and Arab, regional and international counterparts thereof.
  10. Setting up any specialized committee to help the Council perform its duties, provided that the relevant setting up decision, states the duties, powers, work methods and member’s remunerations thereof.
  11. Developing schemes for supporting employment and qualification of Jordanians for work in the Kingdom and abroad.
  12. Approving the Fund’s draft annual budget and final financial statements.
