Based on the proposal of the National Agenda for the development of a management and governance policy framework for the sector, and In order for the reform of the E-TVET Sector to be in place; the E-TVET Council was established as the main body governing E-TVET strategies and policies. The E-TVET Council provides policy direction and advice to the Development Coordination Unit DCU, and all reform efforts.
The DCU shall be placed in the Ministry of Labor and shall report to the Secretary General and the Minister. The DCU shall develop Terms of Reference for technical assistance, identification, selection and contracting of consultant, liaise with the TVET Council, Secretariat and the E-TVET stakeholders (VTC, TEF, NCHRD, Chambers, Employers, and Donors). The DCU organizational structure consists of: Executive Director supervises the Finance Officer, procurement Officer, M&E Officer, IT Officer, Executive Assistant, PPP/ Donor Coordinator and VTC Coordinator.
The work of E-TVET Council, E-TVET Fund, Donors (CIDA, JICA, USAID, KOICA, ILO and EU), chambers (industry and commerce) and NCHRD are coordinated and consolidated through the DCU. The relationship between the DCU and these entities is strictly a reporting relationship where the DCU monitors and coordinates between these entities making sure that their work is in alignment with the objectives of the reform and do not overlap.
Under the authority delegated to the DCU by the E-TVET Council, the DCU shall carry out the following functions:
- Facilitate the implementation of E-TVET Council’s policies and actions through providing technical support and fiduciary support to the implementing agencies/entities. This entails support in drafting TORs, processing of procurement, contracting, and processing of payments.
- Coordinate inputs from the implementing agencies/entities with regards to annual work plans, budgets, progress reports, and audit. Consolidate these inputs for the Steering Committee’s review prior to E-TVET Council’s approval.
- Prepare quarterly, bi-annual, ad hoc, and annual progress reports for the Steering Committee ’ s review, and prior to E-TVET Council ’ s presentation.
- Coordinate and participate in the various donors’ preparatory and supervision missions of respective Projects and interventions.
- Review new donors’ proposals/Projects prior to Steering Committee’s review, to ensure aligning with E-TVET policy objectives.
- Sustain DCU Financial Management FM systems in accordance to Government of Jordan GoJ and various donors’ fiduciary requirements.
- Arrange for annual independent audits of DCU accounts for Board’s and World Bank review.
