National Project for Child Labour in Jordan 
 
In view of the success achieved by the Ministry of Labour/ Children Labour Unit in the first stage of this project, the International Labour Organization has agreed to support the National Project by granting it a sum of One Million USD, where the Minister of Labour has signed a memorandum of understanding on behalf of the government on 02/12/2003 for the purpose of implementing this project.

The objective of the project is to eliminate the worst type of children labour in particular as well as to eliminate children labour in general in the Hashemite Kingdom of Jordan.

Project Objectives:

  1. Extending aid to the Government of the Hashemite Kingdom of Jordan so as to eliminate children labour as well as to focus on its worst type, this can be achieved through:
    1. Planning and taking appropriate actions to eliminate children labour.
    2. Developing a national policy to eliminate children labour.
    3. Taking advantage of the programs aiming at increasing awareness against children labour.

  2. Motivating corporations so that children labour shall be included within the framework of their programs and this can be achieved through:
    1. Consolidating the ability of decision-makers so as to prevent children labour as well as to exclude children from work for the purpose of rehabilitation.
    2. Building up mechanisms to follow-up all issues and matters, which are relevant to children labour
    3. Establishing a specialized labour unit for children working in the concerned corporations
    4. Establishing a supporting social unit
    5. Establishing programs for supporting families of working children

  3. Attaching and rehabilitating (3000) working children under 18, with focusing on that such children shall not lie within what is known as the worst type of children labour and this shall be effected through:
    1. Providing school and training programs.
    2. Increasing the degree of awareness within those concerned, particularly the families with regard to the danger that threatens children due to their early age in the labour field.
    3. Providing health services and recreational programs.

  4. Providing financial and in-kind aids for (500) of families of the targeted children

  5. Enhancing the abilities of various relevant corporations for the purpose of including children labour within its annual plans as well as to develop controlling mechanism serving this purpose

Activities of Children Labour Unit within the National Program for Eliminating Children labour:

  1. Reinforcing the mechanisms of coordination and cooperation with all sides to put an end for children labour through regular enlightenment campaigns regarding the vocational training centers in addition to cooperating with the Higher Council for Youth within the framework of the National Strategy for Youth (2005-2009), allocating a budget for children labour, in addition to the cooperation with national corporations to execute the National Program for Eliminating Children Labour such as Jordan Industry Chamber, General Federation for Trade Unions, Ministry of Education, Ministry of Social Development, Municipality of Amman, and the Jordanian Hashemite Fund. 

  2. Establishing a steering committee by the approval of the Prime Ministry including the decision makers, who shall meet regularly to be acquainted with the achievements made by Children Labour Unit and other concerned corporations as the enlightenment  training workshops, issuing studies, and other achievements.

  3. Completing a study for the worst type of children labour funded by the International Labour Organization conducted by a national expert in cooperation with the Ministry of Labour making use of the expertise of the labour inspectors, and the safety and vocational health inspectors in the Ministry of Labour. The significance of this study lies in the fact that it will be relied upon to amend the list of the dangerous, exhausting or health endangering occupations by virtue of the provisions of article 74 of the Labour Law No. 8 of the year 1996 issued in accordance with a resolution of the Minister of Labour published in the Official Gazette issue No. (4181) on 1/2/1997. 

  4. Holding a training workshop for three days making use of the expertise of an expert from the International Labour Organization related to training the inspectors of labour and the inspectors of safety and vocational health.

  5. Cooperating with the National Training and Employment Project under the auspicious of the Ministry of Labour to exclude and rehabilitate the working children and distribute them on the vocational training centers especially that the trainees are exempted from the registration fees.

  6. Launching intensive enlightenment campaign that included the most circulated official newspapers in the Jordanian society in addition to the campaigns at the level of schools in all the governorates of the Kingdom to deliver enlightenment lectures for students in the first stage and the teachers and counselors in the second stage being the connecting link between the school and parents in addition to participating in the radio and T.V. enlightenment programs related to children labour.
